I can't seem to find anywhere that I can buy peercoins with US dollars (only bitcoins).
Is there a site that allows me to do this in the USA?

Try payeer.com, I believe they take US Currency. A lot of them stopped doing this due to the US Govt getting involved, so your options are extremely limited.
From payeer, you can go to crypto-trade.com - they accept payeer, okpay and a few others.

Try using Coinmarketcap. Create a Buy order to request a certain amount of Peercoins for a specific price. Create a Sell order to offer to sell Peercoins. When different orders overlap in price, the trade is automatically completed, and the accounts of both parties are credited with the currencies they traded. A Market Order will trade immediately at the price currently available.

you can buy peercoins from 247exchange or is you want to use credit card then you can buy it from 99bitcoins.com.
